Is is possible to have always fixed pegging in APO?

Even after setting up the fixed pegging option in the product master of APO the system seems to be creating dynamic pegging relationships. It seems to need the heuristic SAP_PP_019 to run in order to fix the pegging.

Is it possible to have the system always fix the pegging after any ATP / planning change?
